Use the Crop tool (looks like a small knife into the side of the cutting tool) or to crop the image. If you want to take some "outside" of the image, you must remain hidden, perhaps something on the desired range. You can use this tool to paint over something you want to delete, too.
You can use a program called VirtualDub, which always cut off the load parts of the image with the filter cultures.
