This is described as DVB-T + 250GB HDD DVD recorder. Am I right in thinking that I can burn a DVD-TDT a program for playback on another TV? If not, what DVD recorder?

You're right.
You can record directly onto a blank DVD disc or stored on the hard disk, change the program as you want, then burn a blank DVD.
